‘Humiliation Day’, A Look Back at the Impact of the Chinese Exclusion Act

Chinese-Canadians have a long history in Canada. In the 1880s, thousands of Chinese men helped build the Canadian Pacific Railway for a fraction of the wages paid to other labourers. Immediately after the railroad's completion, the Canadian government imposed the head tax, a fee that was exclusively applied to most people arriving from China. Soon enough, though, the government found that the head tax was not "enough" to dissuade immigration, and on July 1st, 1923, they passed the Chinese Immigration Act, also known as The Exclusion Act. The law barred Chinese immigrants from entering for nearly 25 years, with very few exceptions, and many came to refer to the date the law was passed as “Humiliation Day”.


In this episode we’ll hear about the intergenerational impacts of the legislation on Vancouverite Gillian Der and her family. We’ll also speak to Dr. Melissa Lee, the CEO of the Chinese Canadian Museum. She’ll tell us about an exhibit commemorating the 100th anniversary of the law, called "The Paper Trail to the 1923 Chinese Exclusion Act,” which features identity documents collected from the time of the head tax through the years of the Exclusion Act.

«Le jour de l’humiliation», un retour sur les conséquences de la Loi sur l’exclusion des Chinois

Les Canadiens d’origine chinoise ont une longue histoire au Canada. Dans les années 1880, des milliers d’hommes chinois ont aidé à bâtir le chemin de fer du Canadien Pacifique dans les années 1880 pour une fraction du salaire offert aux autres travailleurs. Tout de suite après avoir complété le chemin de fer, le gouvernement canadien a imposé une taxe d’entrée, une redevance exclusivement appliquée à la plupart des personnes en provenance de Chine. Assez tôt, le gouvernement trouva que la taxe d’entrée ne serait pas suffisante pour dissuader l’immigration et, le 1er juillet 1923, ils introduisirent la Loi de l’immigration chinoise, communément appelée la loi sur l’exclusion des Chinois. La loi a interdit l'entrée des immigrants chinois pendant près de 25 ans, avec très peu d’exceptions, et plusieurs d’entre eux faisaient référence à la date à laquelle la loi fut passée comme étant «Le jour de l’humiliation». Dans cet épisode, vous pourrez entendre les conséquences intergénérationnelles de cette loi sur la Vancouvéroise Gillian Der, ainsi que sur sa famille. Nous nous entretenons aussi avec la Docteure Mélissa Lee, chef des opérations au Chinese Canadian Museum.
